I. INTRODUCTION
On Thursday, March 18, President Obama signed into law H.R. 2847, the Hiring Incentives to Restore Employment Act (the “Act” or the “HIRE Act”). The Act provides incentives for the creation of jobs, primarily by providing tax breaks to companies that hire unemployed workers, extending current highway programs, and allowing increased expensing for capital investments made by small businesses.
